It can be very moisturizing, and because the composition of the beef fat oils are similar to human skin sebum, it is potentially compatible with use on human skin. All skin types can benefit, though dry skin would benefit the most. It is also non-comedogenic.

It is important to note that tallow is not approved by the FDA to be used in skincare because of the risk of bovine spongiform encephalopathy (or mad cow disease). So if you were to find tallow in skincare, it would usually be something local or homemade. Because of the lack of regulation, this puts other issues like sourcing, use of preservatives (or lack thereof), consistency, stability (can melt with warmer temperature), and impurities into question &mdash; which makes using a product with tallow potentially risky. Moisturizing and soothing the skin barrier can help conditions like eczema, psoriasis, and other rashes, so the moisturizing benefits of tallow can theoretically help with these skin conditions.

In terms of experimenting with tallow or tallow-based formulas, it would generally be a risky endeavor according to the reasons mentioned above. If you are very eager to try it, then I would look at the sourcing and purity of the tallow used before taking the risk.
